Better Cotton Initiative
Social-Labour Coordinator
Background
To respond to the impacts of cotton cultivation the Better Cotton Initiative (BCI) has been established. BCI aims to promote
measurable improvements in the key environmental and social impacts of cotton cultivation worldwide to make it more sustainable (economically, environmentally, and socially).
BCI endeavours to initiate global change in the mass market, with long-term benefits for the environment, farmers and other people dependent on cotton for their livelihood.
'Better Cotton' is being defined through a collaborative multi-stakeholder approach that leverages the commitment of global buyers of cotton and/or cotton products to demand large and increasing amounts of 'Better Cotton'. Leading participants in the BCI Steering Committee (SC) are adidas, Gap Inc, H&M, ICCO, IKEA, International Federation of Agricultural Producers, Organic Exchange, Pesticide Action Network UK, and WWF.
BCI's approach is to define 'Better Cotton' by establishing global principles and criteria that are applied through regionally specific implementation strategies and tools. BCI will use regionally-based indicators to measure the impact of the implementation strategies and tools, as well as the overall success of BCI.
BCI's philosophy is to develop a market for a new mainstream commodity, where the boundary of its work is at the farm gate. BCI will not directly address global policy & trade issues, and focuses on building capacity rather than policing. BCI is not designed with certification or a product label in mind, and is complementary to organic and Fairtrade cotton.
BCI will engage with all stakeholders that are in support of BCI's vision, mission, approach and philosophy. BCI is currently jointly funded by the Steering Committee organisations, Sida, SECO and Better Cotton Partners.
With the completion of Phase I of BCI’s consultation process (at July 2008), BCI will begin to focus on developing implementation strategies, enabling mechanisms, and field testing projects. BCI therefore requires a Social-Labour Coordinator to support the development of regional indicators, implementation strategies and enabling mechanisms in the current pilot regions of Brazil, India, Pakistan and West & Central Africa.
Key Responsibilities
The Social-Labour Coordinator is responsible for:
- Facilitate and coordinate the development of global principles, criteria and targets defining Better Cotton in a manner that can be successfully implemented within key cotton growing regions given their cultural, economic, and geopolitical differences.
- Ensure ‘Better Cotton’ criteria & targets are meaningful, achievable, compatible, and verifiable and developed in a credible and inclusive manner.
- Ensure appropriate enabling mechanisms & implementation strategies are developed to support the growth of ‘Better Cotton’
- Enable and ensure consistent integration and cross-communication between the environmental and social-labour elements of Better Cotton, especially when it comes to implementation, to achieve a comprehensive definition of a Better Cotton system.
- Identify and engage with potential partners for involvement in the definition and testing of Better Cotton.
- Coordinate and manage Regional Working Groups in BCI’s pilot countries/regions in cooperation with the Technical/Environmental Coordinator.
- Manage BCI’s engagement with regional partners and stakeholders and support BCI’s engagement with global partners and stakeholders.
- Identify research needs to fill any critical gaps in knowledge, develop corresponding project proposals and appoint and supervise consultants to carry out the necessary research.
- Provide expert knowledge and relevant background material, trends and/or developments to the Steering Committee.
- Regional Coordinator support and management, in cooperation with the Initiative Manager, and local partner organisations. The Regional Coordinators are responsible for coordinating work in the BCI pilot regions (Latin America, South Asia, and West & Central Africa)
- Financial management, including developing budgets for Regional Working Group meetings, approving expenditure in line with agreed budgets, and organizing the transfer of money to pilot countries/regions.
- Participate in monthly Steering Committee calls, biannual Steering Committee meetings and additional Executive Committee calls and/or meetings as needed.
Profile of the Social-Labour Coordinator
To be successful, the Social-Labour Coordinator will have the following attributes:
Essential
- First-hand experience of rural/agricultural development in developing countries, especially relating to participatory education and communication with farming communities – particularly project management and design
- Experience of stakeholder engagement and communication in a variety of cultural settings
- Experience of using participatory design in groups, meetings and/or multi-stakeholder processes
- Experience of working on socio-economic aspects of development in the context of global value chains, including promotion of international labour standards

- Good written and verbal communication and presentation skills; fluent English
- Understanding of the role and forms of finance in agricultural development – rural banking and microfinance
- Relevant educational qualifications: advanced degree in related discipline (social science, economics)
Desirable
- Good working knowledge of French and/or Portuguese and/or Spanish.
- Experience of accounting for and managing project budgets
- Specific experience of working on international labour standards in the context of agriculture in developing and emerging economies
- Knowledge and experience of working with rural lending networks and microfinance institutions in the context of export agriculture
Working arrangements

The position of SLC is planned to be full-time, but a part-time basis could also be considered depending on the successful candidate.
